I think what this poorly worded question is getting at is that once you create a department with a budget and employees and it starts providing services to a specific group of people. Let's say we're talking about a veteran's hospital, for example, then the fact that the hospital exists, has staff, has customers and needs impacts the decisions made by lawmakers on how to spend money.
