Do you think mom and the babysitter should be prosecuted?

a 3 y.o. girl in our neighborhood was sexually abused, tortured and murdered by her step dad. mom hasn't spoken out yet but the 18 y.o. babysitter said she saw lots of bruises, blood in the baby's diaper and other horrific signs. the babysitter said she suspected the child was being abused but didn't think it was "that bad". she never bothered to report these and now the little girl is forever gone. i know this is a very morose subject but i'm curious what you think about the "bystanders". please, no need to be rude.
